Help! R.E Tracker

Hi, I have recently been having problems downloading files using ABC, I keep getting an error message saying ' Problem connecting to tracker (10061 connection refused)'
Do you know what could be causing it and how to fix it, thanks.

Managed to solve this problem, by simply restoring my system to an earlier time before I had any trouble with it. :)
