Windows Vista 64-Bit

Same here, I use the latest version of uTorrent and sometimes Azureus (Vuze) both work absolutely fine, they are not x64 native but Windows x64 editions will emulate x86 to run the older programs.
 
64-bit Vista can run 32-bit programs just fine.  The only special thing you need for Vista is specifically 64-bit drivers for your hardware.
 
yea .. usefull progams like sandboxie that bring their own low level driver (and are not able to afford the signing) can't run on 64bit vista  :-[
 
You don't need signed drivers anymore.  A 2007 patched disabled that, presumably due to the exact issue you brought up.
